Councillors at the scene have said they think Madingley block has been successfully evacuated.
Resdidents are being put up in hotelS, bed and breakfast and other accommodation and at the Piper Hall community centre.
Eyewitnesses said the smoke coming from the block was now white, and water was coming from inside the building, leading to speculation the fire is being brought under control.
