The revamp of Tolworth Broadway could be an issue in the election.
Tory councillor Ian George recently accused the Liberal Democrat run council of not running a proper consultation on its proposals.
The ward also includes the site next to the A3 which Tesco had been hoping to build a huge supermarket on but have twice withdrawn plans after strong local opposition.
