The Surbiton Hill ward stretches from the east of the town centre to the edge of Tolworth Hospital and is controlled by the Conservatives.
The rebuild at Surbiton hospital has cross-party support although whether or not to place a primary school on the site has generated controversy.
All three sitting Tory councillors are up for re-election including Conservative election supremo Nick Kilby.
