Kingston and Richmond homeowners breathed a sigh of relief last week after the Government's year-long council tax review turned out better than expected.
Many feared the Balance of Funding Review would send council tax in the wealthy area of south-west London through the roof, driving out elderly people and poorer families.
It was thought the number of council tax bands would be increased, with those living in expensive homes paying more, lightening the load for those in cheaper homes. But the predicted blow was not delivered.
The report concluded there was a need for reforms but said they would have to be fair.
It set out various options and stressed there was a need to ensure low income families in high value properties were not penalised. It is thought changes will not be made until after the general election.
