Tearaway Toby King has been named and shamed by Richmond police, marking the force's new approach of exposing the borough's antisocial youth.

The 14-year-old from Garrick Road, Richmond, has been given an antisocial behaviour order (Asbo) banning him from behaving like a lout and entering the town centre.

Ian Edwards, the new chief superintendent at Richmond police, wants the community to keep track on King to make sure the order is effective.

Under his Asbo, expected to last a minimum of two years, the teenager must not: q Enter the roads surrounding Grey Court School in Ham. These include Sandy Lane, Ashburnham Road and Ham Street.

q Enter Richmond town centre, unless attending solicitors, Richmond police station, Richmond Magistrates' Court, young offending team offices, or the pupil referral unit at Oldfield School in Hampton.

q Behave in a manner likely to cause any member of the public harassment, alarm or distress.

Chief Supt Edwards said: "Antisocial behaviour, such as graffiti and loutish behaviour, is a problem for the borough. I am committed to working with the local authority and other partnerships to tackle it.

"We have decided to publish an Asbo against a youth, not because we are saying how good we are but to tell the community what steps we are taking with his behaviour, and so that people can help us with it.

"We expect members of the public to tell us if they see people breaking Asbos in the same way they would tell us if people were breaking the law.

"This is the first Asbo case where we have gone public and it is the way we are going to do business from now on.

"It is not intended as punishment to Toby King or his family, and we will make sure he gets the support he needs to help him."
