A proposal to demolish a historic horse training yard in the Green Belt in Epsom to build new facilities has been approved last week.

The plans approved at Epsom and Ewell Borough Council’s planning committee on December 13 will now be sent to the Secretary of State for approval.

Downs House, which dates back to the 1780s and Grade II listed, was bought in 2016 by its current owner to breathe new life into it.

Richard McGonigal, architect and director of RPS Design Group, who is involved in the project, said the site was left “abandoned for many years and has fallen into a state of disrepair”.

The planning application went to consultation after it was submitted to Epsom and Ewell this summer.

Lesley Pond, of Burgh Heath Road, commented on the application: "I walk on Epsom Downs everyday and am pleased to see that this application is going to revive horse training at Downs House. 

"I have objected to the proposed new racing training establishment at South Hatch Stables in Burgh Heath Road because that includes building 47 flats for private sale and is situated on what is already a dangerous road.

"This is in a much better and safer location and I hope that it will be supported by the Council."

The proposal would see the demolition of the stables at Downs House to erect brand new American barns as well as trainer’s and groom’s accommodation.

The redevelopment would provide stabling for up to 80 horses, including feed rooms and wash boxes, and a 250m all weather track.

Work is expected to begin on site in spring of next year, with completion estimated 2020, according to Mr McGonigal.
