Rows broke out at a Sutton Council meeting as councillors failed to vote in time on two crucial issues which were on the agenda.

The housing, economy and business (HEB) committee intended to thrash out an estate regeneration rehousing and compensation scheme.

This looks to provide residents with a range of commitments and offers if or when plans for redevelopment arose.

However, since arguments erupted midway through, councillors didn’t vote before the 10.45pm curfew.

Cllr Nick Mattey accused the HEB committee chair Cllr Jayne McCoy of “calling on loyalists” and “railroading” the room as the item was being drawn to a close.

He insisted the document had not been discussed thoroughly enough at either the pre-briefing among councillors or before the committee itself.

The Beddington North ward councillor wanted more time to be spent so it was discussed fully and language some may find difficult to understand was cut down.

Cllr Mattey said: “This is how you treat the elderly, you're just unbelievable. It wasn't a democratic vote, you've just called on the loyalists who would've voted down at Battersea Dogs Home if they had to.”

That was before Cllr David Bartolucci hit back and said: “Don’t put words in my mouth. I’m not a ‘loyalist’, I’ve gone through this [document].”

He added: “I've spent over a year, perhaps two years, speaking to the residents - particularly on the estates in our ward - and this is something that's been driven from residents.

“What I won't accept from you is giving this line that, somehow, it's a Lib Dem or council-led [scheme].

“I've spent hours, days, weeks, speaking [to them], going to the meetings, and I've not missed one.

“This has come from grassroots. What I find disgusting with your behaviour [Cllr Mattey: "Yeah, I speak up for reidents". Cllr Bartolucci: "No, you actually don't"] is that you actually stir the pot.”

“You arrive at meetings pretending that you are the saviour but what you're actually doing is spreading the fear.”

Cllr Mattey denied this but wanted the report to be written in “clear English” and simplified so it could be understood by everyone affected.

He said: “I'm not trying to stir the pot, I just want people to be able to make informed decisions so that people say, 'I understood that and I've made the right choice'.

“I'm not saying to anybody that you've got to stay there, or you've got to move. I'm just saying: look, read this, look at it, take the advice of your friends and family, and make a decision based on that.”

This came as Colin Hawkins, chair of the Sutton Federation of Tenants and Residents Association (SFTRA), made an impassioned speech.

The 80-year-old and self-described “old geezer” called on committee members and residents to face the reality of the situation.

But, as the vote was being made with just minutes remaining, time ran out.

Cllr Mattey said he would vote against the agenda item unless his changes were “reworked into the document so that 90 percent of residents” would understand it.

In response, Cllr McCoy said: “Well, unfortunately, we're now out of time so we can't vote on this. These two items will have to go to an additional meeting or another meeting. So that can't be agreed.”

Alongside the estate regeneration rehousing and compensation scheme not being voted on, the Beech Tree Place agenda item was not voted on either.

This means both have been pushed back to another meeting.
