A mother is at the end of her tether after her bins were not collected for more than two weeks.
Kathryn Beadle, from Pratts Lane, Hersham, struggled to remember when the last bin collection was, as the pile outside her family home continued to grow.
She contacted the council five times to sort out the problem, but said: "They are very unhelpful. The first time they said it was the bins weren't put out in time or in the right place."
The bins, which serve the four flats, are also often used by people using the park and fill up quickly.
Mrs Beadle lives with her four-month-old baby and husband and said she had to pick dirty nappies off the floor after foxes went for the rubbish.
The bin collection for the area was often sporadic but she said "it's never been this bad".
She said: "All we want it for the rubbish to be picked up."
After Mrs Beadle spoke with this newspaper, a spokesman for Elmbridge Council said: "The waste bins at Park House [Pratts Lane] were cleared earlier today [March 10]. We will be carrying out checks over the coming weeks to make sure that the collections are taking place on the correct day."
