A £300m river defence scheme has been backed by Elmbridge Council and six others where residents and businesses have been affected by flooding.
Elmbridge, Richmond, Windsor and Maidenhead, Kingston and Spelthorne and Runnymede have announced their support for protection including a flood channel and improving three weirs.
Surrey leader David Hodge said: "We’re all determined to protect our residents and local economy from floods and this signals our commitment to develop this vital scheme and secure the Government support to make it happen."
Chancellor George Osborne is expected to address the issue of flood defence funding in the autumn statement on December 3.
