The current number of borough councillors is under review, with many feeling it is “excessive”.
There are 60 councillors representing 22 wards across the borough, each ward represented by either two or three councillors.
Council leader Councillor John O’Reilly said: “It’s not something that has been done on a whim. Many feel that having 60 councillors is excessive.”
It has been under review since April 2013.
Councillor Andrew Kelly said the last electoral review took place in about 1988 or 89 and said: "I think the submission makes a very strong case."
The recommendation to move the submission to reduce the size of the council to 48 members to the Boundary Commission was agreed at a cabinet meeting on November 19.
