LONDON BOROUGH OF MERTON INTRODUCTION OF 20 MPH SPEED LIMIT IN VARIOUS ROADS IN THE POLLARDS HILL AREA THE MERTON (20 MPH SPEED LIMIT) (NO. 4) TRAFFIC ORDER 2018
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, 7 November 2018 made the above mentioned Order under sections 84 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.

2. The general effect of the Order will be to impose a 20 MPH speed limit in the roads or lengths of roads described in the Schedule to this notice.

3. A copy of the Order, which will come into force on 10 November 2018, and other documents giving more detailed particulars of the Order, including a plan specifying the lengths of road affected by the Order, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.

4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.

LONDON BOROUGH OF MERTON AMENDMENT TO CPZ ZONE P2S RELOCATION OF A PARKING PLACE IN LAMBOURNE AVENUE THE MERTON (PARKING PLACES) (WIMBLEDON PARK) (NO. 2, 2012) (AMENDMENT NO. *) ORDER 201* THE MERTON (WAITING AND LOADING RESTRICTION) (WIMBLEDON PARK) (NO. 4) (AMENDMENT NO. *) ORDER 201*
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, propose to make the above mentioned Orders.

2. The general effect of the 'Parking Places' Order would be to relocate the existing parking place fronting No. 7 Lambourne Avenue, to the north-west side of the property, so that it lies in the southwest to north-east arm of Lambourne Avenue, the south-east side, from a point 5 metres north-east of the north-eastern kerb-line of Lambourne Avenue, north-eastward for a distance of 10.2 metres.

3. The general effect of the "Waiting and Loading Restriction' Order would be amend the Merton (Waiting And Loading Restriction) (Wimbledon Park) (No. 4) Order 2009 so that waiting restrictions in Lambourne Avenue match the on-street layout.

4. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including a plan which indicates the lengths of road to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

5. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/ LAMBOURNEAVENUE, no later than 30 November 2018.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
EVELINE ROAD, MITCHAM (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2018
1. The Council of the London Borough of Merton hereby give notice that to facilitate gas main replacement works in Eveline Road, they intend to make an Order, the effect of which would be to temporarily restrict vehicular and pedestrian traffic in the said road.

2. During the works, no person would:-

(a) cause or permit any vehicle to wait, including for the purpose of loading or unloading that vehicle, in Eveline Road, both sides, from the western boundary of No. 34 Eveline Road to its junction with Mortimer Road; or

(b) enter or proceed in the footways along the length of Eveline Road specified in sub-paragraph 2(a) above.

3. Any designated parking place situated in the road or length of road specified in sub-paragraph 2(a) above would be suspended for the duration of the works.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Pedestrians affected by any footway closure should proceed via the footway opposite.

6. Nothing in the Order would apply to: -

(a) any vehicle being used in the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order would come into force on Monday 26th November 2018 and the works are anticipated to last 4 weeks. However, the Order would remain in operation until 31st January 2019 during which its provisions would be re-introduced should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(FIELDGATE LANE, PROW 172) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2018
1. The Council of the London Borough of Merton hereby give notice that to facilitate Thames Water works in Fieldgate Lane (also known as Public Right of Way No. 172), they have made an Order, the effect of which will be to temporarily prohibit pedestrians from entering or proceeding in Fieldgate Lane, between its junction with Western Road and its junction with Public Right of Way No. 173.

2. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

3. Nothing in the Order will apply to: -

(a) any person engaged in the execution of the said works;

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform.

4. Pedestrians affected by the footpath closure should proceed by way of Western Road, Love Lane and PROW No. 173.

5. The Order will apply from Wednesday 21st November 2018 and it is anticipated the works will be completed over 3 days. However, the Order will remain in force until 20th January 2019 should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) VARIOUS ROADS (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 14) ORDER 2018
1. The Council of the London Borough of Merton hereby give notice that to facilitate Thames Water pipe replacement works in various roads, they intend to make an Order, the effect of which would be to temporarily restrict vehicles from waiting or parking in the roads specified in the Schedule to this notice.

2. During the works, no person would cause or permit any vehicle to wait, including for the purpose of loading or unloading that vehicle, in any of the roads or lengths of roads specified in column 2 of the Schedule to this notice.

3. Any designated parking place situated in the roads or lengths of roads specified in the Schedule to this notice would be suspended for the duration of the works. The works would be carried out under a rolling programme of parking suspension to minimise the inconvenience to residents.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order would apply to: -

(a) any vehicle being used in the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) (EASTFIELDS ROAD AND GROVE ROAD, CR4) (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 4) ORDER 2018
The London Borough of Merton Council hereby give notice that to facilitate on and off tracking of track and plant and associated works at the Eastfields Road level crossing, they have made an Order, the effect of which will be to temporarily prohibit pedestrian and vehicular traffic in Eastfields Road and Grove Road.
Whilst the works take place no person will:-
(a) cause or permit any vehicle to enter, proceed, wait, load or unload in:

(i) Eastfields Road, between its junction with Grove Road and its junction with Rialto Road; and

(ii) Grove Road, from its junction with Eastfields Road south-eastward for a distance of 10 metres; or

(b) enter or proceed in the lengths of road listed in sub-paragraph 2(a) above.

The prohibition will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
Vehicular access to properties adjacent to the prohibited lengths of road will be maintained insofar as access is reasonably practicable without Interference with the said works.
Pedestrian access to properties adjacent to the prohibited lengths of road will be maintained at all times.
Alternative routes for diverted traffic will be as follows:
(a) for vehicles from Grove Road, via Tamworth Lane, Cedars Avenue, Commonside East, Upper Green East, London Road, Raleigh Gardens, Holborn Way, London Road, Lock's Lane and Eastfields Road;

(b) for vehicles from Eastfields Road, via Lock's Lane, London Road, Upper Green East, Commonside East, Cedar Avenue, Tamworth Lane and Grove Road;

(c) for pedestrians, via the adjacent footbridge.

Nothing in the Order will apply to: -
(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

Nothing in paragraph 2(b) above will apply to persons connected with the execution of the works.
The Order will apply from 12.01am on Saturday 10 November 2018 until

11.59pm on Sunday 11 November 2018. However, it is anticipated that the works will be carried between:-
(a) 12.01am and 8am on Saturday 10 November 2018; and

(b) 8pm and 11.59pm on Sunday 11 November 2018.

PINCOTT ROAD, SOUTH WIMBLEDON (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2018
1. The Council of the London Borough of Merton hereby give notice that to facilitate sewer connection works in Pincott Road, they have made an Order, the effect of which will be to temporarily restrict traffic in the said road.

2. During the works no person will cause or permit any vehicle to:-

(a) enter or proceed in Pincott Road, from its junction with Merton High Street southward to its junction with Nelson Grove Road;

(b) wait, load or unload in the length of Pincott Road specified in sub­paragraph 2(a) above.

3. Any designated parking place situated in the length of road specified in sub­paragraph 2(a) above would be suspended for the duration of the works.

4. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
