NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames
("the Council") proposes to make an order under section 247 of the Town and Country Planning Act 1990 ("the Act") authorising the stopping up of areas of highway in Union Street measuring approximately 25m length of the footway running north to south adjoining the Eden Shopping Centre by approximately 0.6m width (triangular) and approximately 5m length of the footway running south to north adjoining the Eden Shopping Centre by approximately 0.5m width (triangular) and areas of highway in Eden Street, measuring approximately 30m length of the footway adjoining the Eden Shopping Centre, running south to north by approximately
0.9m width ((curved) and approximately 75m length of the footway adjoining the Eden Shopping Centre, running south to north by approximately 1.7m width (square and triangular). The general effect of the Order, if made, would be that the said land would cease to be highway. The Council is satisfied that it is necessary to stop up those parts of the footway of the highways in Eden Street to enable the implementation of a planning permission granted by the Council on 8th December 2016 (Council Ref: 15/13063/FUL) for the demolition and redevelopment of Eden Walk Shopping Centre, including Millennium House and Neville House to provide a mixed use development consisting of retail units and kiosks (Use Classes A1-A5), leisure including a cinema (Use Class D2), media screens, offices (Use Class B1a) and residential (Use Class C3); plant (including CHP); public and residential car parking; formation of new access for residential basement car parking, refurbishment of the existing multi-storey car park including new access ramp, extension of basement; public realm works including pedestrian routes and public spaces, improvements to Memorial Gardens, and associated works. A copy of the draft order and Plan may be inspected free of charge at the Council Offices at the Reception, Guildhall, Kingston upon Thames, KT1 1EU, from 9.00am to 5.00pm Monday to Thursday and 9.00am to 4.45pm on Friday (excluding bank and public holidays) until the 23rd October 2018.
