1. The Council of the London Borough of Richmond upon Thames propose to make the above Orders under sections 6,45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Waiting and Loading Restriction Amendment Order will be to Introduce lengths of yellow lines and loading restrictions as set out in the schedule to this notice.

3. The general effect of the Loading Places Order is to introduce a Loading Bay as detailed in the Schedule to this Notice.

4. The general effect of the Parking Places Order is to make amendments to the length of pay and display bays in Sheen Lane as detailed in the Schedule to this Notice.

5. Copies of the proposed Orders, plans showing the location and effect of the proposals and the Council's Statement of Reasons for proposing to make the Orders: -

(a) can be inspected, quoting Reference 18/149, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

(b) may be viewed on the Council's web-site

6. THE LONDON BOROUGH OF RICHMOND UPON THAMES (FREE PARKING PLACES) (PEOPLE WITH DISABILITIES) (AMENDMENT No. 62) ORDER 2018 DISABLED PERSONS PARKING BAYS VARIOUS STREETS THROUGHOUT THE BOROUGH (Reference 17/169)
1. The Council of the London Borough of Richmond upon Thames on 12 July 2018 made the above Order under sections 6, and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The principal objective of the Disabled Persons' Parking Places Order is to introduce a number of parking places for disabled persons where a high level of parking makes reasonable means of access difficult.

3. The Disabled Persons' Parking Places Order will introduce a parking bay for disabled persons' vehicles, operating "at any time" in the following streets:

Railway Road, Teddington; Vincam Close, Twickenham; and Thompson Avenue, Kew
4. Copies of the Order, which comes into force on 16 July 2018, plans showing the location and effect of the Order and the Council's Statement of Reasons for making the Order: -

(a) can be inspected, quoting Reference 17/169 at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

(b) may be viewed on the Council's web-site

5. Persons wishing to question the validity of this Order or any of its provisions on the grounds that it or they are not within the powers conferred by the 1984 Act, or that any requirement of the Act or any instrument made under the Act has not been complied with that person may, within six weeks from the date on which the Order was made, apply for the purpose to the High Court.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1) Temporary Road Closure Albion Road, Twickenham

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a water connection, they intend to make a temporary Traffic Order to restrict traffic in Albion Road, Twickenham.

2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in Albion Road, from a point outside No. 2a Albion Road to a point outside No. 6 Albion Road.

3. The order will come into effect on 30 July 2018. The restrictions will be in force at all times between 30 July 2018 and 3 August 2018. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available via May Road, Colne Road, Heath Road and The Green.

5. Nothing in this Notice will apply to:

(a) any vehicle being used in connection with the execution of the said works;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

6. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.

7. Any vehicle waiting in contravention of any restriction imposed by the Notice may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986. r-_r?i

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1) Temporary Road Closure St Peters Road, Twickenham
(Ref: 18/158)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a crane operation, they intend to make a temporary Traffic Order to restrict traffic in St Peters Road, Twickenham.

2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in St Peters Road between its junctions with Ranelagh Drive and St Georges Road.

3. The order will come into effect on 14 August 2018. The restrictions will be in force between 08.00 and 18.00; there are two contingency dates of 21 and 29 August 2018. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available via Ranelagh Drive, The Avenue and St Peters Road.

5. Nothing in this Notice will apply to:

(a) any vehicle being used in connection with the execution of the said works;

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a gas connection, they intend to make

a temporary Traffic Order, the effect of which will be to introduce a temporary closure of Collis Alley, Twickenham.
2. Whilst the works take place,

(a) no person shall enter or proceed in Collis Alley between its junctions with Albion Road and The Green;

(b) no person shall cause any vehicle to wait or stand in Albion Road, from a point outside No 11 Albion Road to a point outside No 13 Albion Road.

3. The order will come into effect on 30 July 2018. The restrictions will be in force at all times from 30 July 2018 until 3 August 2018 and whilst signs/cones are in place. The order will remain in force for a period of 6 months, to allow for unexpected events and possible remedial works.

4. An alternative route for anyone affected by the closure will be available via Albion Road, May Road and The Green.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a high voltage cable installation, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary closure of Public Right of Way No, 235.

2. Whilst the works take place, no person shall enter or proceed in Public Right of Way No 235 between Chertsey Road (A316) and Langhorn Drive.

3. The order will come into effect on 23 July 2018. The restrictions will be in force at all times from 23 July 2018 until 3 August 2018 and whilst signs/cones are in place. The order will remain in force for a period of 6 months, to allow for unexpected events and possible remedial works.

4. An alternative route for anyone affected by the closure will be available via Langhorn Drive.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 16A THE LONDON BOROUGH OF RICHMOND UPON THAMES (SPECIAL EVENTS) (VARIOUS STREET PARTIES) (NO. 5) ORDER 2018 VARIOUS ROADS IN THE BOROUGH (Reference 18/151)
1. The Council of the London Borough of Richmond upon Thames on the 9 July 2018 made the above Order under section 16A of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of this Order is to facilitate the holding of street parties in various streets in the borough to allow residents to celebrate a special event within their community.

3. The streets which will be closed are listed in the Schedule to this notice. Full details of the lengths of street which will be closed and times when the closure will be in force will be contained in the order referred to in the next paragraph.

LONDON BOROUGH OF RICHMOND UPON THAMES ADOPTION OF THE LOCAL PLAN* The Town and Country Planning (Local Planning) (England) Regulations 2012 (as amended) (Regulations 26 and 35): Adoption Statement
The Local Plan was adopted on 3 July 2018. This sets out a 15-year strategic vision, objectives and the spatial strategy as well as the planning policies and site allocations that will guide future development of the borough. The Plan looks ahead to 2033 and identifies where the main developments will take place, and how places within the borough will change, or be protected from change, over that period. The main role of the Plan is to guide decision­making on individual planning applications.
The Local Plan was submitted to the Secretary of State in May 2017 and examined by an independent Inspector, including Examination in Public Hearings which took place during September and October 2017. The Inspector issued his report in April 2018, and recommended a number of Main Modifications to be made, to make the Local Plan sound. The adopted Local Plan incorporates all the Main Modifications, and the Additional Modifications made by the Council which taken together do not materially affect the Plan.
Any person aggrieved by the adoption of the Local Plan may make an application to the High Court under Section 113 of the Planning and Compulsory Purchase Act 2004 (as amended). Any challenge must be made on the grounds that:
(a) the document is not within the appropriate power;

(b) a procedural requirement has not been complied with.

Any such application must be made promptly, and in any event, no later than the end of the period of six weeks after the date of this notice. The six week period commences on 3 July 2018 and concludes on 14 August 2018. Copies of the Local Plan, together with the Sustainability Appraisal Report, the Inspector's Report and this Adoption Statement are available as follows:
