The Council's Scheme of Allowances. 2018/19
The scheme is based on the Scheme for 2017/18 with a 2% increase in rates in line with the Local Government pay award The main elements of the scheme are the payment of a Basic Allowance of £8,086.30 per annum to each of the 48 Members of the Council; four bands of Special Responsibility Allowances, ranging from £6,219.97 to £25,276.50 payable to certain Councillors who have been appointed to particular offices by the Council; and a Dependent's Allowances Scheme payable to Councillors, at a rate equivalent to the Living Wage for London (currently £10.20 per hour). This is to contribute towards costs when, because they are carrying out their duties as a Councillor, they need to arrange care for dependent relatives living with them.

An Allowance of £528.09 per annum is payable to the Independent member of the Audit, Governance and Standards Committee and to each of the Advisory Members appointed to serve on the Growth Committee, Adults and Children's Committee and Housing Sub-Committee. The Recommendations of the Independent Remuneration Panel The Independent Panel for the Remuneration of Councillors in London established by London Councils reviews allowances every four years. Its 2018 report recommended a Basic Allowance of £10,703 pa for each Councillor and four levels (or bands) of Special Responsibility Allowances (SRA). The SRA bands are a range of figures rather than a set amount, which acknowledges different practices across London, and are calculated as percentages of the allowance recommended for the Leader of the Council, which, in turn, is based on an MP's salary. The updating of these recommended allowances in line with staff pay awards gives the following figures at April 2018. The Independent Panel's January 2018 report states that these allowances remain appropriate and should be updated annually in line with the local government pay settlement. The allowances approved by the Council are based on these recommendations, but set at a lower level.

Copies of the summary of the Independent Remuneration Panel's report are available for inspection at the Council's offices between 9am and 5pm, Monday to Friday and on the website www.kingston.gov.uk Payments made bv the Council during 2017/18 The Council is required to make available the amounts paid to each Councillor in respect of the Basic, Special Responsibility and Dependents' Allowances for the previous financial year.
