London Borough of Merton Public Notices: LONDON BOROUGH OF MERTON VSW1 CONTROLLED PARKING ZONE AMENDMENT THE MERTON (PARKING PLACES) (VSW1) (NO. 2) ORDER 201*

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the 'VSW1 Parking Places' Order would be to revoke the Merton (Parking Places) (VSW1) Order 2018 and reintroduce its provisions with the following amendments:-
   (a) a 2 hour maximum parking period would be introduced to the existing parking places specified in the Schedule to this Order so that a vehicle displaying a valid parking ticket or for which payment has been made using "pay by phone" may be left in one of those parking places during the permitted hours for up to 2 hours, with no return for 1 hour; and
   (b) the teacher permit criteria would be more fully detailed.

3. A copy of the proposed Order and other documents giving more detailed particulars of the Order, including a plan which indicates the lengths of road to which the Order relates can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

4. Any person desiring to comment on the proposed Order should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/CPZVSW1 AMD, no later than 18 May 2018.

SCHEDULE
Woodhayes Road, the west side, from a point 16 metres south of a point opposite the common boundary of properties Nos. 8E and 9 Woodhayes Road northward for a distance of 35 metres.
Woodhayes Road, the west side, from a point 7 metres south of the southern boundary of property No. 22 Woodhayes Road northward for a distance of 6 metres.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) WEST BARNES LANE, KT3 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 4) ORDER 2018


1. The London Borough of Merton Council hereby give notice that to facilitate rail inspections and associated works at the northernmost level crossing on West Barnes Lane, they have made an Order, the effect of which will be to temporarily prohibit pedestrian and vehicular traffic in the said road.

2. Whilst the works take place no person will:-
   (a) cause or permit any vehicle to enter, proceed, wait, including for the purpose of loading or unloading, in West Barnes Lane between the eastern kerb-line of Burlington Road and the western kerb-line of Linkway;
   (b) enter or proceed on foot in the length of West Barnes Lane specified in sub-paragraph 2(a) above.

3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

5. The alternative routes for:-
   (a) vehicles affected by the closure will be via West Barnes Lane, Claremont Avenue, Burlington Road and West Barnes Lane and vice versa;
   (b) pedestrians affected by the closure will be via the adjacent footbridge.

6. Nothing in the Order will apply: -
   (a) to any person carrying out the works or any vehicle being used in connection with the execution of the said works;
   (b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
   (c) to any vehicle being used for police, fire brigade or ambulance purposes; or
   (d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above.

7. The Order will come into operation at 12.30am on Wednesday 9th May 2018 and remain in force until 6.30am on Friday 11th May 2018. It is expected that the works will take place over 3 nights between 12.30am and 6.30am from 9th May 2018 to 11th May 2018 or until the works are completed, whichever is the earlier.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

(LITCHFIELD AVENUE, SM4) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2018
1. The London Borough of Merton Council hereby give notice that to facilitate carriageway resurfacing and reconstruction works to be undertaken in Litchfield Avenue, SM4, they intend to make an Order, the effect of which during the works would be to temporarily prohibit vehicular traffic from entering, proceeding in or waiting (including in any parking places or for the purpose of loading or unloading) in Litchfield Avenue, between its junction with Elm Road and its junction with Rutland Drive.

2. Any designated parking place situated in the length of Litchfield Avenue specified above would be suspended for the duration of the works in that length of road.

3. Vehicular traffic affected by the road closure should proceed using Elm Road, Epsom Road, Rustington Way and Rutland Drive.

4. The restrictions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

6. Nothing in the Order would apply to: -
   (a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle; or
   (b) anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or
   (c) emergency service vehicles, subject to site conditions at the time of any emergency; or
   (d) any person requiring vehicular access to properties in Litchfield Avenue insofar as access is reasonably practicable without interference with the said works.

7. The Order would come into force on Wednesday 9 May 2018, with the works anticipated to take place between 8am and 4.30pm for a period of 8 weeks. However, the Order would remain in operation for a maximum period of 6 months and its provisions would be re­introduced during that period should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
EVELINE ROAD, MITCHAM (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2018
1. The Council of the London Borough of Merton hereby give notice that to facilitate development works at No. 34 Eveline Road, Mitcham, they intend to make an Order, the effect of which would be to temporarily restrict pedestrian and vehicular traffic in the said road.

2. During the works no person would:-
   (a) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in Eveline Road, the north side, between a point 2 metres east of a point opposite the common boundary of Nos. 7 and 9 Sessions Terrace, Eveline Road and a point 2 metres west of the common boundary of Nos. 34 and 36d Eveline Road;
   (b) enter or proceed in the northern footway of Eveline Road adjacent to the length of road specified in paragraph 2(a) above.

3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Pedestrians affected by the footway closure should proceed using the temporary footway provided.

5. Nothing in the Order would apply to: -
   (a) any vehicle being used in connection with the execution of the said works or in connection with the delivery or collection of material to or from the works site; or
   (b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or
   (c) any vehicle being used for police, fire brigade or ambulance purposes.

6. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. The Order would come into operation on Friday 4th May 2018 and remain in force until 31st May 2019 inclusive or until the works are completed, whichever is the earlier.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

(HAZELWOOD AVENUE, SM4) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2018
1. The London Borough of Merton Council hereby give notice that to facilitate carriageway and footway resurfacing and reconstruction works to be undertaken in Hazelwood Avenue, SM4, they intend to make an Order, the effect of which would be to temporarily restrict traffic in the above-named road.

2. Subject to paragraph 6, whilst the Order is in force:-
   (a) vehicular traffic would be prohibited from entering or proceeding in Hazelwood Avenue, between its junction with Abbotsbury Road and its junction with Central Road during the carriageway works;
   (b) vehicular traffic would be prohibited from waiting (including in any parking places or for the purpose of loading or unloading) in the road or length of road specified in sub-paragraph (a) above during either the carriageway or the footway works;
   (c) pedestrian traffic would be prohibited from entering or proceeding in the footways on either side of the road or length of road specified in sub-paragraph (a) above during the footway works.

3. Any designated parking place situated in the length of Hazelwood Avenue specified above would be suspended for the duration of both the carriageway and footway works in that length of road.

4. Vehicular traffic affected by the road closure should proceed via Central Road, the Morden Hall Roundabout, Morden Hall Road, Aberconway Road and Abbotsbury Road or vice^versa.

5. Pedestrian traffic affected by a footway closure should proceed via the footway opposite.

6. The restrictions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

7. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. Nothing in the Order would apply to: -
   (a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle; or
   (b) anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or
   (c) emergency service vehicles or personnel, subject to site conditions at the time of any emergency; or
   (d) any person requiring vehicular access to properties in Hazelwood Avenue insofar as access is reasonably practicable without interference with the said works. (Pedestrian access would be maintained at all times).

9. The Order would come into force on Friday 4 May 2018, with the footway works anticipated to take place between 8am and 4.30pm until Friday 22 June 2018. The carriageway works are anticipated to take place during the summer. However, the Order would remain in operation for a maximum period of 1 year and its provisions would be re-introduced during that period should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

CHURCH ROAD, SW19 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2018
1. The Council of the London Borough of Merton hereby give notice that to facilitate development works at The All England Lawn Tennis and Croquet Club (AELTC) in Church Road, SW19, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works no person would cause or permit any vehicle to wait in Church Road, SW19, the west side, from the north side of Gate 4 of the AELTC northward for a distance of 41 metres.

3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Nothing in the Order would apply to: -
   (a) any vehicle being used in connection with the execution of the said works or any vehicle being used in connection with the collection or delivery of goods or materials to the AELTC; or
   (b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or
   (c) any vehicle being used for police, fire brigade or ambulance purposes.

5. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

6. The Order would come into operation on Friday 4th May 2018 and remain in force until 31st May 2019 inclusive or until the works are completed, whichever is the earlier.
