THE LONDON BOROUGH OF RICHMOND UPON THAMES (THE ALBERTS) (PARKING PLACES) (No. 1) EXPERIMENTAL ORDER 2018
PELDON COURT, RICHMOND

1. The Council of the London Borough of Richmond upon Thames on 1 March 2018 made the above Orders under sections 9 and 10 of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Waiting and Loading Restriction Order will be to introduce lengths of yellow lines in Peldon Court as set out in the schedule to this notice.

3. The general effect of the Parking Places Order will be to extend an existing length of parking bay in Peldon Court as detailed in the Schedule to this Notice.

4. Full details of the Orders, which will come into operation on 12 March 2018, are contained in the following documents: -

(a) the Orders;

(b) a plan indicating the location and effect of the restrictions; and

(c) the Council's Statement of Reasons for making the Orders.

5. Copies of the above documents: -

(a) can be inspected, quoting Reference 18/053, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

(b) may be viewed on the Council's web-site at http://www.richmond.gov.uk/public_notices until the date on which the Orders cease to have effect.

6. This Orders provide that in pursuance of section 10(2) of the Road Traffic Regulation Act 1984 the Assistant Director of Environment of the London Borough of Richmond upon Thames, or other person authorised in that behalf by that officer may, if it appears to that officer or to that person essential in the interests of the expeditious, convenient and safe movement of traffic, or of the provision of suitable and adequate parking facilities on the highway, or for preserving or improving the amenities of the area through which the roads affected by the Orders run, modify or suspend the Order or any provision thereof.

7. If the provisions of these Orders continue in operation for a period of not less than six months, the Council will consider in due course whether the its provisions should be reproduced and continued in force indefinitely by means of Orders under section 6 of the said Act of 1984. Persons wishing to object to or support the making of such Orders for the purpose of such reproduction and continuation in force may, within the period of six months referred to above send a statement in writing

of their objection and the grounds of that objection to the address below.
8. Please address any representations to the Orders to the Head of Engineering, Traffic and Parking Policy, London Borough

of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham, TW1 3BZ or by e-mail to highwaysandtransport® richmondandwandsworth.gov.uk , quoting the reference given above by no later than 14 September 2018.
9. Persons wishing to question the validity of these Orders or any of its provisions on the grounds that it or they are not within the powers conferred by the 1984 Act, or that any requirement of the Act or any instrument made under the Act has not been complied with that person may, within six weeks from the date on which the Orders were made, apply for the purpose to the High Court

SCHEDULE
ROAD TRAFFIC REGULATION ACT 1984 -SECTION 14 (1)
Temporary Parking Suspension St Leonards Road, East Sheen
(Ref: 18/056)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate building works, they intend to make a temporary Traffic Order to restrict traffic in St Leonards Road, East Sheen.

2. Whilst the works take place, no person shall cause or permit any vehicle to wait or stand in the first two parking bays located outside the rear of No 42 Sheen Lane and outside No 1 St Leonards Road.

3. The order will come into effect on 12 March 2018. The restrictions will be in force at all times from 12 March 2018 until 21 December 2018. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. Nothing in this Notice will apply to:

(a) any vehicle being used in connection with the execution of the said works;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

5. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Any vehicle waiting in contravention of any restriction imposed by the Notice may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Road Closure Whitton Road. Twickenham

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate water pipe repair works, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Whitton Road, Twickenham.

2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in Whitton Road, Twickenham between its junction with the A316 Chertsey Road and a point outside No 110 Whitton Road.

3. The order will come into effect on 24 March 2018. The restrictions will be in force from 20.00 on 24 March 2018 until 05.00 on 25 March 2018 and again from 20.00 on 25 March 2018 until 05.00 on 26 March 2018 and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available via the A316, London Road and Whitton Road.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Road Closure Church Street, Twickenham

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate sewer cleaning works, they have made a temporary Traffic Order, the effect of which is to introduce a temporary prohibition of traffic in Church Street, Twickenham.

2. Whilst the works take place,

(a) no person shall cause or permit any vehicle to proceed, wait or stand Church Street, Twickenham between its junction with Water Lane and the western kerb-line of Church Lane;

(b) the one-way working in Church Street will be suspended to permit local access.

The works will be carried out on a rolling basis.
3. The order will come into effect on 5 March 2018. The restrictions will be in force between 10am and 5pm on 5 and 6 March 2018 and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available via York Street, Arragon Road and Church Street and vice versa.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

Temporary Parking Suspension Queens Road, East Sheen

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate building works, they have made a temporary Traffic Order to restrict traffic in Queens Road,

East Sheen.
2. Whilst the works take place, no person shall cause or permit any vehicle to wait or stand in in the parking bays from a point outside the southern boundary of No 2 Queens Road, northwards for a distance of 19 metres (4 bays).

3. The order will come into effect on 5 March 2018. The restrictions will be in force at all times from 5 March 2018 until 1 December 2018. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. Nothing in this Notice will apply to:

(a) any vehicle being used in connection with the execution of the said works;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

5. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.
