LONDON BOROUGH OF MERTON PROPOSED WAITING RESTRICTIONS THE MERTON (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. *) ORDER 201*
(This Notice is further to that given on 26 October 2017 and extends the proposals for waiting restrictions to include the entirety of Hotham Road Mews).
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Order under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the "Waiting and Loading" Orders would be to amend the Merton (Waiting and Loading Restriction) Order 1977:-

(a so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 20 minutes) would be prohibited at any time in the lengths of road specified in the Schedule to this notice;
(b) so as to consolidate and match waiting restrictions in the other roads within controlled parking zone S3 to the current on-street layout.
3. A copy of the proposed Order and other documents giving more detailed particulars of the Order, including plans which indicate the lengths of roads to which the Order relates can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

4. Any person desiring to make representations or to object to the proposed Order should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/H0THAMRDMEWS2, no later than 8 December 2017.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended, propose to make the above mentioned Order.

2. The general effect of the above mentioned "Free Parking Places" Order would be to: -

(a) designate a parking place on the carriageway at the location listed in the Schedule to this Notice in which vehicles authorised by the Order may be left for any period without charge;

(b) provide that the parking place would operate at all times;

(c) specify, in respect of the parking place, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;

(d) provide that certain vehicles may wait in the parking place in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.

3. A copy of the proposed Order and other documents giving more detailed particulars of the Order, including a plan which indicates the length of road to which the Order relates can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

4. Any person desiring to comment on the proposed Order should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively e-mail trafficandhighways@merton.gov.uk quoting reference ES/DPPP14, no later than 8 December 2017.

LONDON BOROUGH OF MERTON REDISCOVER MITCHAM TOWN CENTRE REGENERATION SCHEME THE MERTON (PRESCRIBED ROUTE) (NO. 3) ORDER 2017
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 14 November 2017, made the above-mentioned Order under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the "Prescribed Route" Order will be to reverse the flow of traffic in Upper Green West (the northern arm) and Upper Green East (the north-eastern arm) so that all vehicles except cycles must

proceed in the direction specified in column 2 of the Schedule to this notice in relation to those roads.
3. A copy of the Order, which will come into force on 28 November 2017, and other documents giving more detailed particulars of the Order, including a plan specifying the lengths of road affected by the Order, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at Merton Link, Merton Civic Centre, London Road, Morden, SM4 5DX.

4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
CLIFTON ROAD, WIMBLEDON, SW19 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2017
1. The Council of the London Borough of Merton hereby give notice that to facilitate building works in Clifton Road, Wimbledon they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.

2. During the worksi­te) no person will cause or permit any vehicle to wait, including for the

purposes of loading or unloading, in Clifton Road, Wimbledon, the south­west side, between the north-western and south-eastern boundaries of No. 3 Clifton Road, Wimbledon; (b) the parking place outside No. 3 Clifton Road, Wimbledon will be suspended.
3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works;

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer or a Civil Enforcement Officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

5. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

6. The Order will come into operation on Friday 17th November 2017 and remain in force until 13th May 2019 inclusive or until the works are completed, whichever is the earlier.

UPPER GREEN EAST AND UPPER GREEN WEST (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2017
1. The London Borough of Merton Council hereby give notice that to facilitate road marking and signage works to be undertaken in Upper Green East (the north-eastern arm) and Upper Green West (the northern arm) they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the above mentioned roads.

2. During the worksi­te) no person would cause or permit any vehicle to:-

(i) enter into or proceed in any of the roads or lengths of road specified in the Schedule to this Notice;

(ii) wait, including for the purpose of loading or unloading in any of the roads or lengths of road specified in the Schedule to this Notice;

(b) the one way workings in the roads or lengths of road specified in Schedule to this Notice would be suspended.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) GLEBE COURT, HOLBORN WAY, RALEIGH GARDENS, UPPER GREEN WEST AND WESTERN ROAD (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2017
1. The London Borough of Merton Council hereby give notice that to facilitate a programme of carriageway resurfacing to be undertaken in Holborn Way, Raleigh Gardens, Upper Green West and Western Road they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the above mentioned roads and Glebe Court.

2. During the works, no person will cause or permit any vehicle to:-

(a) enter into or proceed in any of the roads or lengths of road specified in column 1 of the Schedule to this Notice;

(b) wait in any of the roads or lengths of road specified in column 1 of the Schedule to this Notice;

(c) to turn right into Western Road from Holborn Way during the stage three works in Western Road.

3. Any designated parking place situated in any of the roads or lengths of roads specified in column 1 of the Schedule to this Notice will be suspended for the duration of the works in those roads or lengths of roads.

4. Alternative routes for diverted traffic will be indicated by advance warning and diversion signs on the roads affected when the works are in progress but will likely be those diversion routes specified in column 2 of the Schedule to this Notice.

5. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

6. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle; or

(b) anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or

(c) emergency service vehicles, subject to site conditions at the time of any emergency.

8. Nothing in sub-paragraph 2(a)(i) above will apply to any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of roads, or to any resident of Glebe Court requiring vehicular access to Glebe Court insofar as access is reasonably practicable without interference with the said works.

9. The Order will come into operation on Monday 4th December 2017 and the anticipated works dates and times are specified in column 3 of the Schedule to this Notice. However, the Order will remain in operation for a maximum period of 6 months and its provisions will be re-introduced during that time should further works be required.
