ROAD CLOSURE AND ONE-WAY WORKING - ALBERT ROAD AND CHURCH ROAD, KINGSTON (REE KINGMAP0045)
The Kingston upon Thames (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 61) Order 2022; The Kingston upon Thames (Charged-For Parking Places) (Amendment No. 61) Order 2022; and The Kingston upon Thames (Prescribed Routes) (Amendment No. 32) Order 2022.
1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames on 7th February 2022 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders, which will come into force on 7 March 2022 will be to continue in force indefinitely the provisions of the following Orders:

- The Kingston upon Thames (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 33) Experimental Order 2020;

- The Kingston upon Thames (Charged-For Parking Places) (Amendment No. 33) Experimental Order 2020;

- The Kingston upon Thames (Prescribed Routes) (Amendment No. 18) Experimental Traffic Order 2020.

3. The effect of the Orders is to retain on a permanent basis:

(a) in Albert Road, Kingston;

(i) prohibit motor vehicles from entering the length of carriageway directly north of its junction with Hawks Road;

(ii) introduce a new system of one-way working for motor vehicles (southbound only, between its junctions with London Road and Victoria Road). Please note; the length of Albert Road between its junctions with Victoria Road and Hawks Road will revert to two-way working; and an existing compulsory left turn (on the northbound side of Albert Road at its junction with London Road) will duly be revoked;

(b) in Church Road, Kingston, impose a system of one-way working for motor vehicles (westbound only).

(c) introduce double yellow line "at any time" waiting restrictions (in place of existing single yellow line waiting restrictions) at the following locations;

(i) in Albert Road (on both sides, between No. 51 Albert Road and existing zig-zag markings south of its junction with London Road); and

(ii) in Church Road, Kingston (on both sides, at its junction with Albert Road).
Please note; the prohibitions in (a) and (b) above will not apply to pedal cycles

4. The made Orders and plans can be inspected:

a) online at

www.kmgston.gov.uk/unmade-traffic-management-orders

b) the made Orders and plans can be inspected at The Information and Advice Centre, Guildhall 2, Kingston upon Thames, KT1 1EU between 9 a.m. and 5 p.m. on Mondays to Fridays inclusive, or Council libraries; and

c) copies of the made Orders and plans can also be obtained by calling 020 8547 5000 (between 9 a.m. and 5 p.m. on Mondays to Fridays) or by emailing

TMO@kingston.gov.uk

The made documents will be available until 21 March 2022.

5. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or any relevant regulations made thereunder have not been complied with in relation to the Order may make application for the purpose to the High Court by 21 March 2022.
