CYCLE FACILITIES AND PARKING, WAITING AND LOADING AMENDMENTS - EWELL ROAD, SURBITON (REF. KINGMAP0043)
The Kingston upon Thames (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 56) Order 2021; The Kingston upon Thames (Charged-For Parking Places) (Amendment No. 56) Order 2021; and The Kingston upon Thames (Bus Priority) (Amendment No. 9) Order 2021.
1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames on 22 November 2021 made the above-mentioned Orders under sections 6,45,46,49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders, which will come into force on 29th November 2021, will be to continue in force indefinitely the provisions of The Kingston upon Thames (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 32) Experimental Order 2020; The Kingston upon Thames (Charged-For Parking Places) (Amendment No. 32) Experimental Order 2020; and The Kingston upon Thames (Bus Priority) (Amendment No. 5) Experimental Traffic Order 2020, due to the introduction of cycle facilities*;

(a) to introduce a 'pay & display' parking place outside Mellish Court to No. 84 Ewell Road (applying on Mondays to Saturdays between 8 a.m. and 6.30 p.m., maximum stay 2 hours, no return within 2 hours);

(b) to introduce double yellow line "at any time" waiting restrictions and "at any time" loading restrictions outside Nos. 116-134 Ewell Road (in place of existing 'pay & display', 'disabled badge holders only' and 'goods vehicles loading only' parking places);

(c) to introduce a 'goods vehicles loading only' parking place outside Nos. 140-142 Ewell Road (applying on Mondays to Saturdays between 8 a.m. and 6.30 p.m., maximum stay 1 hour) (in place of part of an existing 'pay & display' parking place);

(d) to amend the operating hours of existing 'pay & display' parking places outside Nos. 144-152 and 154-158 Ewell Road (to apply on Mondays to Saturdays between 8 a.m. and 6.30 p.m., maximum stay 2 hours, no return within 2 hours);

(e) to introduce a 'pay & display' parking place outside No. 27-29 Ewell Road (applying on Mondays to Saturdays between 8 a.m. and 6.30 p.m., maximum stay 4 hours, no return within 1 hour);

(f) to amend the operating hours of an existing 'disabled badge holders only9 parking place outside No. 111 Ewell Road (to apply on Mondays to Saturdays between 8 a.m. and 6.30 p.m.);

(g) to amend the operating hours of an existing 'pay & display' parking place outside Nos. 113-115 Ewell Road (to apply on Mondays to Saturdays between 8 a.m. and 6.30 p.m., maximum stay 2 hours, no return within 2 hours);

(h) to amend the operating hours of an existing 'goods vehicles loading only' parking place outside No. 117 Ewell Road (to apply on Mondays to Saturdays between 8 a.m. and 6.30 p.m., maximum stay 1 hour);

(i) to shorten and amend the operating hours of an existing 'pay & display' parking place outside Nos. 119-125 Ewell Road (to apply on Mondays to Saturdays between 8 a.m. and 6.30 p.m.( maximum stay 2 hours, no return within 2 hours);

(j) to amend the operating hours of an existing 'goods vehicles loading only' parking place outside Nos. 145-149 Ewell Road (to apply on Mondays to Saturdays between 8 a.m. and 6.30 p.m., maximum stay 1 hour);

(k) to lengthen and amend the operating hours of an existing 'pay & display' parking place outside Nos. 153-159 Ewell Road (to apply on Mondays to Saturdays between 8 a.m. and 6.30 p.m., maximum stay 2 hours, no return within 2 hours);

(1) to alter waiting and loading restrictions in line with abovementioned restrictions and relocated bus stops; and (m) to remove an existing northbound bus lane in Ewell Road (on the west side, between its junction with Langley Road and the northern boundary of Pandora Court, Ewell Road). * cycle facilities are:
(i) two-way cycleways on the footway in Ewell Road (on the west side, between its junctions with St Mark's Hill and Berrylands Road); and
(ii) with-flow cycleways on the footway in Ewell Road (on both sides, between its junctions with Berrylands Road and Langley Road).

3. The made Orders and plans can be inspected:

The made documents will be available until 10th January 2022.

4. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or any relevant regulations made thereunder have not been complied with in relation to the Orders may make application for the purpose to the High Court by 10th January 2022.
