ROYAL BOROUGH OF KINGSTON UPON THAMES
MINOR PARKING AMENDMENTS AND DISABLED PERSONS' PARKING PLACES - VARIOUS LOCATIONS (REE KTNGMAP0051)
The Kingston upon Thames (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 51) Order 2021; and The Kingston upon Thames (Charged-For Parking Places) (Amendment No. 51) Order 2021.
1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames on 9th August 2021 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders, which will come into force on 16th August 2021, will be;

(a) to introduce a disabled persons' parking place at each of the following locations;

(i) Barnfield Gardens, Kingston - outside No. 29;

(ii) Cleveland Road, New Malden - outside No. 70;

(iii) Frimley Road, Chessington - outside No. 108 (vehicles to park with 2 wheels on the footway);

(iv) Hereford Way, Chessington - outside No. 38;

(v) Kent Way, Surbiton - outside No. 51;

(vi) King Henry's Road, Kingston - outside No. 4;

(vii) Ronelean Road, Surbiton - outside No. 25-27;

(viii) Sanger Avenue, Chessington - outside No. 19;

(b) to remove an existing disabled persons' parking place at each of the following locations:-

(i) Chesham Road, Kingston - outside No. 22 (adjacent 'permit holders only' parking places would be merged);

(ii) Mount Road, New Maiden - outside No. 51;

(c) in Burney Avenue, Surbiton (outside No. 29), to shorten an existing 'permit holders only' parking place (to be replaced by a single yellow line waiting restriction) in order to allow access to an off-street parking area;

(d) in Fassett Road, Kingston;

(i) to shorten an existing 'permit holders only' parking place (outside No. 23) in order to allow access to an off-street parking area;

(ii) to merge adjacent 'permit holders only' parking places (outside Nos. 23 to 39) in place of existing single yellow line waiting restrictions;

(e) in Victoria Avenue, Surbiton (outside No. 3), to convert an existing parking place from 'pay & display' operation to use by 'permit holders only';

(f) in Ditton Road, Surbiton (opposite Nos. 80-82), to remove an existing doctors parking place and a time-limited disabled persons' parking place;

(g) in Foxglove Lane, Chessington, to lengthen an existing double yellow line "at any time" waiting restriction (at the side of Nos. 43/44). Existing footway parking bay markings at this location would be removed; Please note: the extent of a proposed double yellow line "at any time" waiting restriction in Foxglove Lane, Chessington has been shortened.

(h) in Woodgate Avenue, Chessington, to introduce a double yellow line "at any time" waiting restriction (opposite No. 25); and

(i) to modify the traffic order definitions of certain other parking places and waiting restrictions so they better reflect what is currently on the ground (there would be no change to the way restrictions and parking places currently operate).

3. Due to the current Coronavirus pandemic, the made Orders and plans cannot currently be inspected at Guildhall 2 until the building is open again for normal business. However, the following alternative arrangements have been made;

(a) the made Orders and plans can be inspected online at

www.kingston.gov.uk/unmade-traffic-management-orders

;

(b) the made Orders and plans can be inspected at Council libraries which have re-opened on a temporarily limited basis; and

(c) copies of the made Orders and plans can also be obtained by calling 020 8547 5000 (between 9 a.m. and 5 p.m. on Mondays to Fridays) or by emailing

TMO@kingston.gov.uk

The made documents will be available until 20th September 2021.
4. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or any relevant regulations made thereunder have not been complied with in relation to the Orders may make application for the purpose to the High Court by 20th September 2021.
