Poole Road (D2339) and Chesterfield Road (D2075), West Ewell Temporary Prohibition of Waiting Order 2021
Surrey County Council ("The Council") Propose to make the above mentioned Temporary Order under sections 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit waiting, at any time, by vehicles on both sides in the following lengths of roads - (a) that length of Poole Road (D2339) West Ewell as extends from a point in line with the north western boundary of No.6, Poole Road to a point in line with the south eastern boundary of No. 17, Cottage Road, West Ewell (b) that length of Chesterfield Road (D2075) West Ewell as extends from its junction with (D2339) Poole Road to a point in line with the south western boundary of No. 68, Chesterfield Road.
This Temporary Order, which will commence on 30 March 2021 for a period of 18 months, is required because of the likelihood of danger to the public during the movements of heavy commercial vehicle construction traffic for Belway Homes. The temporary waiting restrictions will apply only when the relevant traffic signs are displayed and to the extent indicated by those traffic signs. Exemptions are provided to permit vehicles to wait in order to pick up and set down passengers, to load and unload goods, to carry out essential services and works or when used by local authorities in pursuance of statutory powers or duties and for furniture removals, (N.B. Disabled persons displaying a disabled blue badge will not be exempt from the temporary waiting restriction). The usual exemptions apply for Post Office vehicles when delivering or collecting postal packets, vehicles when waiting because they are required by law to stop, are obliged to stop in order to prevent an accident or are prevented from proceeding because of circumstances outside the drivers control and in respect of anything done with the permission or at the direction of a police constable in uniform or of a civil enforcement officer.
