MINOR PARKING AMENDMENTS AND DISABLED PERSONS' PARKING PLACES - VARIOUS LOCATIONS (KEF. KINGMAP0046)
The Kingston upon Thames (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 37) Order 2021; and The Kingston upon Thames (Charged-For Parking Places) (AmendmentNo. 37) Order 2021.
1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames on 18th January 2021 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders, which will come into force on 25th January 2021, will be;
(a) to introduce a disabled persons' parking place at each of the following locations;
(i) Angus Close, Chessington - outside No. 49;
(ii) Dudley Road, Kingston - outside No. 14 (in place of an existing 'permit holders only' parking space);
(iii) Hereford Way, Chessington - outside No. 5 (adjacent to an existing disabled persons' parking place - see also (b)(ii) below);
(iv) Moor Lane, Chessington - outside Nos. 179-185;
(v) School Lane, Surbiton - outside Nos. 68-75 (adjacent to an existing disabled persons' parking place);
(b) to remove existing disabled persons' parking places at the following locations;
(i) Bond Road, Surbiton - outside No. 38a;
(ii) Hereford Way, Chessington - outside No. 3 (see also (a)(iii) above);
(iii) Mount Road, New Maiden - outside No. 53;
(c) in High Street, New Maiden, to introduce a parking place for motor cycles only to apply at any time (outside Nos. 75-83) (in place of; part of an existing disabled persons' parking place; and existing waiting and loading restrictions);
(d) in Burton Road, Kingston, to merge existing 'permit holders only' parking places in place of an existing single yellow line waiting restriction (outside No. 45);
(e) to introduce double yellow line "at any time" waiting restrictions in Ashcroft Road, Chessington (on the south-west side, from outside No. 4 to opposite No. 7);
(f) to lengthen a double yellow line "at any time" waiting restriction in Cox Lane, Chessington (on the south side, from outside Victory House eastwards to an existing bus stop);
(g) to modify the traffic order definitions of certain other parking places and waiting restrictions so they better reflect what is currently on the ground (there would be no change to the way restrictions and parking places currently operate).
Please note; the proposed introduction of; a disabled persons' parking place in Victoria Avenue, Surbiton; and a waiting restriction in Knightwood Crescent, New Maiden; have been deferred.
3. Due to the current Coronavirus pandemic, the made Orders and plans cannot currently be inspected at Guildhall 2. However, in line with guidance from the Department for Transport, the following alternative arrangements have been made;

4. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or any relevant regulations made thereunder have not been complied with in relation to the Orders may make application for the purpose to the High Court by 1 st March 2021.
