ROYAL BOROUGH OF KINGSTON UPON THAMES MEMBERS' ALLOWANCES 2019/20 and PAYMENTS MADE 2018/19 Members Allowances Scheme 2019/20
The Scheme Is based on the scheme for 2018/19 with a 2% increase In rates In line with the Local Government pay award. The main elements of the scheme are the payment of a Basic Allowance of £8,248.02 per annum to each of the 48 Members of the Council; four bands of Special Responsibility Allowances, ranging from £6,344.36 to £25,782.03 payable to certain Councillors who have been appointed to particular offices by the Council, and a Dependent's Allowances Scheme payable to Councillors, at a rate equivalent to the Living Wage for London as at November each year (£10.55 per hour for 2018/19). This is to contribute towards costs when, because they are carrying out their duties as a Councillor, they need to arrange care for dependent relatives living with them.
The Special Responsibility Allowances payable by the Council in addition to the Basic allowance (£8,248.02) are as follows:

An Allowance of £538.64 per annum is payable to the Independent member of the Audit, Governance and Standards Committee and to each of the Advisory Members appointed to serve on the Strategic Housing and Planning Committee, Children's and Adults' Care and Education Committee. The Recommendations of the Independent Remuneration Panel (2018) The Independent Panel for the Remuneration of Councillors in London established by London Councils reviews allowances every four years. Its 2018 report recommended a Basic Allowance of £11,045 pa for each Councillor and five levels (or bands) of Special Responsibility Allowances (SRA) to be updated annually in line with the local government pay settlement. The allowances approved by the Council in 2018/19 were based on these recommendations but set at a lower level. Copies of the current Scheme and the Independent Remuneration Panel's are report are available for inspection at the Council's offices between 9am and 5pm, Monday to Friday and on the Council's website
