FIELDEND, TWICKENHAM LYNDHURST AVENUE, WHITTON MORLAND CLOSE, HAMPTON NELSON ROAD, WHITTON SANDY LANE, HAM THE BARONS, TWICKENHAM WALPOLE ROAD, TEDDINGTON (Reference 19/198)
1. The Council of the London Borough of Richmond upon Thames propose to make the above Orders under section 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Waiting and Loading Restriction Amendment Order will be to introduce lengths of yellow lines as set out in the schedule to this Notice.

3. The general effects of the Parking Places - Buses Order will be to introduce a parking bay for buses in Back Lane, Ham as detailed in the Schedule to this Notice.

4. The general effects of the Prohibition of Stopping Outside Schools

Order will be to extend the existing school keep clear makings outside the Richmond upon Thames College by 6.25 metres at either end of the current termination points.
5. Copies of the proposed Orders, plans showing the location and effect of the proposals and the Council's Statement of Reasons for proposing to make the Order: -

(a) can be inspected, quoting Reference 19/198, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

(b) may be viewed on the Council's web-site at http://www.richmond.gov.uk/public_notices

6. Persons wishing to object to or support the proposals or any part thereof should write to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre,

44 York Street, Twickenham TW1 3BZ within 21 days of the date of this Notice giving the grounds of their objection. Representations may also be sent by email to Trafficandengineering@richmond.gov.uk

ROAD TRAFFIC REGULATION ACT 1984
THE LONDON BOROUGH OF RICHMOND UPON THAMES (RESTRICTED PARKING ZONE) (STAR AND GARTER SERVICE ROAD) EXPERIMENTAL ORDER 2019
STAR AND GARTER SERVICE ROAD, RICHMOND
(Reference 19/200)
1. The Council of the London Borough of Richmond upon Thames on

27 November 2019 made the above Orders under sections 9 and 10 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the order is to introduce a restricted peaking zone, operating at all times, in the Star and Garter Service Road, in that area of public highway which lies some 75 metres south of Sawyer's Hill and from the western kerb-line of Star and Garter Hill, north-westwards for a distance of 62 metres including the turning area adjacent to the south­eastern boundary of Star and Garter House, the effect being that no person shall cause or permit any vehicle to wait or stand in the restricted parking zone except for the purposes of loading or unloading

3. Copies of the Order which comes into force on 9 December 2019, a plan showing the location and effect of the Order and the Council's Statement of Reasons for making the Order-fa) can be inspected, quoting Reference 19/200, at the Civic Centre

(Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and (b) may be viewed on the Council's web-site at http://www.richmond.gov.uk/public_notices.
4. In pursuance of section 10(2) of the Road Traffic Regulation Act 1984 the Assistant Director, Traffic and Engineering of the London Borough of Richmond upon Thames, as the specified officer, or some person authorised in that behalf by that officer may, if it appears to that officer or to that person essential in the interests of the expeditious, convenient and safe movement of traffic, or of the provision of suitable and adequate parking facilities on the highway, or for preserving or improving the amenities of the areas through which the roads affected by the Order runs, modify or suspend the Order or any provision thereof.

5. If the provisions of the Order continue in operation for a period of not less than six months, the Council will consider in due course whether the provisions should be reproduced and continued in force indefinitely by means of an Order under section 6 of the said Act of 1984. Persons wishing to object to or support the making of such an Order for the purpose of such reproduction and continuation in force may, within the period of six months referred to above (i.e. by 12 June 2020) send a statement in writing of their objection and the grounds of that objection to the address below.

6. Please address any representations to this Order to the Head of Engineering, Traffic and Parking Policy, Civic Centre, 44 York Street, Twickenham TW1 3BZ, or email Trafficandengineering@ richmondandwandsworth.gov.uk.

7. If any person wishes to question the validity of this Order or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within

6 weeks from the date on which the Order was made, apply for the purpose to the High Court.

ROAD TRAFFIC REGULATION ACT 1984 -SECTION 14 (1)
Temporary Road Closure Percy Road, Hampton
Temporary Waiting Restrictions Ashley Road, Station Approach and Milton Road, Hampton
(Reference 19/196)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that due to the need to facilitate essential maintenance works on Hampton level crossing they intend to make a temporary Traffic Order, the effect of which is to introduce a road closure in Percy Road, Hampton and waiting restrictions in Ashley Road, Station Approach and Milton Road, Hampton.

2. Whilst the works take place,

(a) no person may permit a vehicle to proceed in Percy Road, Hampton between its junctions with Ashley Road and Station Road.

(b) no person may permit a vehicle to wait or stand in: the following lengths of road-

(i) Ashley Road, Hampton the waiting restrictions will apply between its junctions with Percy Road and Milton Road or where relevant signs and cones are placed,

(ii) Station Approach, Hampton the waiting restrictions will apply between its junctions with Ashley Road and Tudor Road or where relevant signs and cones are placed; or

(Mi) Milton Road, Hampton the waiting restrictions will apply between its junction with Ashley Road and the party wall of Nos. 72 and 74 Milton Road or where relevant signs and cones are placed.
3. Whilst the Hampton Level Crossing in Percy Road is closed an alternative route for traffic will be via Ashley Road, Wensleydale Road, Tudor Road and Station Road in both directions. Access to residents will be maintained.

4. The Order shall come into operation on 6 December 2019 and shall remain in force for 18 months to allow for unexpected events and possible remedial works.

5. The works are anticipated to be in progress overnight from 01.00 until 04.00 on 6 December 2019 and between 00.01 and 05.00 on 17 and 18 December 2019. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

6. The prohibitions apply only during such time and to such extent as Indicated by prescribed traffic signs.

7. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) emergency service vehicles.

8. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Waiting Restrictions Bicester Road and Lambert Avenue, Richmond Latchmere Lane, Ham Edgar Road and Simpson Road, Whitton Meadlands Drive, Ham (Reference 19/197)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate delivery and collection of temporary accommodation to facilitate the holding of the General Election, they Intend to make a temporary Traffic Order, the effect of which will be to Introduce a temporary prohibition of traffic in the above-mentioned roads.

2. Whilst the works take place, no person may permit a vehicle to wait or stand in the lengths of streets at the times specified on the Schedule to this Notice.

3. The order will come into effect on 10 December 2019. The works are anticipated to be in progress from 10 December 2019 until 13 December 2019. The provisions of the order will be in force where relevant signs/ cones are placed. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. The prohibitions apply only during such time and to such extent as Indicated by prescribed traffic signs.

5. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) emergency service vehicles, subject to site conditions at the time of any emergency.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
