AMENDMENTS TO WAITING AND LOADING RESTRICTIONS AND ON-STREET PARKING PLACES IN THE BOROUGH OF EPSOM AND EWELL

THE SURREY COUNTY COUNCIL

AMENDMENTS TO WAITING AND LOADING RESTRICTIONS AND ON-STREET PARKING PLACES IN THE BOROUGH OF EPSOM AND EWELL
SURREY COUNTY COUNCIL PROPOSE TO MAKE certain amendments to the waiting and parking restrictions in the Borough of Epsom and Ewell under Sections 1(1), 2(1) to (3), 4(2), 32, 35,36, 45, 46, 49, 51 and 53 of and Part IV of Schedule 9tothe Road Traffic Regulation Act 1984 ("the Act"):-
1. The Surrey County Council (Various Roads in Epsom and Ewell) (Amendment of Waiting Loading and Unloading Prohibition and On-Street Parking Places Orders) Order 2018 (Amendment No. 3) Order 201- the purpose and effect of which is to:-
(a) AMEND "The Surrey County Council (Various Roads in Epsom and Ewell) (Revocation and Consolidation of Waiting, Loading and Unloading Prohibition and Restriction) Order 2018" so as to prohibit the waiting by vehicles in certain lengths of the roads specified in SCHEDULE 1tothis Notice, during the times and on the days specified in the said Schedule provide thatthe following exemptions shall apply:- (i) for loading on and unloading from vehicles; (ii) boarding and alighting from vehicles;

(iii) using vehicles for works on or adjoining those lengths of roads specified and the maintenance of those roads and the services in them;

(iv) provide thatexemptions for disabled persons vehicles in accordance with the "Blue Badge" scheme shall also apply

(b) AMEND "The Surrey County Council (Various Roads in Epsom and Ewell) (Consolidation of Free Street Parking Places and Revocation) Order 2018" so as to provide such free on-street parking places in certain lengths of Stoneleigh Broadway, STONELEIGH, to operate Monday to Saturday (inclusive) between 8.30am and 6.30pm, limited

to 2hours no return within 1hour with the following provisions:-(i) specify thatthe vehicles which may be left shall be passenger vehicles (8 seats or less), motor cycles, invalid carriages and goods
vehicles under 5tonnes maximum gross weight; (ii) provide that between the permitted hours the period during which vehicles may be left and the period during which anyvehicle may not return to anyof the said free on-street parking places will be as specified above; (iii) provide thatvehicles left by specified disabled persons may wait at all times without time limit; (iv) provide thatcertain other vehicles may
wait in certain circumstances e.g. to allowpersons to board or alight (maximum 2minutes) to load or unload (maximum 20 minutes), etc;
(v) provide thatoutside the hours of operation indicated anyvehicle

may be left in anyofthose free on-street parking places for anyperiod without time limit.
(c) AMEND "TheSurrey County Council (Various Roads in Epsom and Ewell) (Consolidation and Revocation of Free Street Parking Places) (Disabled Persons) Order 2018" so as to:- (i) provide such free disabled persons on-street parking places in the lengths of roads specified in SCHEDULE 2tothis Notice; (ii) such provisions as specified in sub­paragraph 1(b)(iv) above shall also apply; (iii) revoke the existing "at

anytime" disabled on-street parking places in certain lengths of
Burnet Grove, EPSOM, without replacement.
(d) AMEND "The Surrey County Council (Various Roads in Epsom and Ewell) (Consolidation and Revocation of Prohibition of Stopping Outside Schools) Order 2018" so as to:- (i) prohibit the stopping of vehicles outside schools, as indicated by zig-zagmarkings on site, in acertain length of Church Street, EWELL, applying Monday to Friday (inclusive) between 8.15am &9.15am and between 2.30pm &4pm; (ii) The usual exemptions shall apply, namely anyperson causing avehicle to stop in order to avoid an accident if required to do so by law; anything done with the permission of apolice constable in uniform or in accordance with asign placed by Surrey Police in accordance with Section 66 or 67 of the Act; or anyvehicle which is displaying avalid waiver certificate issued by the Council.

(e) AMEND "TheSurrey County Council (Various Roads in Epsom and Ewell) (Consolidation of Free On-Street Loading Bays and Free On-Street Goods Vehicle Loading Bays) Order 2018" so as to:- (i) provide a goods' vehicles loading bay in acertain length of Stoneleigh Broadway, STONELEIGH to operate Monday to Friday (inclusive) between 6am and 12am; (ii) provide thatthe usual exemptions e.g. Emergencyvehicles,

vehicles for works on or adjoining those lengths of roads, the
maintenance of those roads and the services in them would apply to
the aforementioned loading bays referred to above (N.B. the usual
exemptions for blue badge holders shall not apply to this restriction); (iii) such provision as in sub-paragraph 1(b)(v) shall also apply.
(f) AMEND "TheSurrey County Council Various Roads in the Borough of Epsom and Ewell (Consolidation of Permit Holders Only) Order 2018"

so as to:-
(i) introduce an on-street permit holders' only parking places in certain lengths of Ewell By-Pass (Service Road 102-168 and Castle Parade), EWELL, with the letter identifier "X", to operate Monday to Friday (inclusive) between 9am and 5pm, with the following provisions:-(1) the residents thatmay be eligible to apply for parking permits will be property Nos. 104-170 (even numbers only); (2) thevehicles which may be left in the parking place, during the hours of operation shall be
vehicles displaying avalid parking permit bearing the appropriate
identifying letter; (3) provide residents' parking permits for residents of the said properties, which will allowthem to park in the said on-street permit holders' only parking place during the hours of operation. Such permits, which will be issued by Epsom and Ewell Borough Council, will cost £50 for the first permit and £75 for anysubsequent permit and will
be valid for aperiod of twelve months. The charge for aduplicate
permit or achange of permit due to the change of vehicle will be £15; (4) provide thatsuch residents parking permits shall be allocated using the following calculation: the sum of the number of vehicles registered to the place of abode minus the number of off-street parking places for such place of abode; (5) provide for: (a) residents to purchase permits for use by their visitors at acost of £2 each, which will be valid for one
day, subject to alimit of 120 per year; (b) Operational Permits, for use by doctors and nurses, who are required to make visits to residents, which will be free of charge; and (c) Carer'sPermits, for carers and community care personnel, who are required to make visits to housebound residents at acost of £10; which will allowthem to park in the said parking place; (6) such provisions as in sub-paragraph, 1(b)(iii), 1(b)(iv), and 1(b)(v) shall also apply;
(ii) introduce an on-street permit holders' only parking places in

certain lengths of West Street, EWELLwith the letter identifier "Y", to operate Monday to Friday (inclusive) between 9am and 5pm. The cost
and conditions of use will be the same as sub-paragraphs 1(f)(i)(2),
1(f)(i)(3), 1(f)(i)(4), 1(f)(i)(5). Such provisions as in sub-paragraphs
1(b)(iii), 1(b)(iv), and 1(b)(v) shall also apply.The residents of the
following properties may be eligible to apply for permits: property Nos. 31A, 31B, 33,35 (also known as Tayles Cottage), 37,39,41, 43, 45, 47,
63, 65, 67, 71, 73, 75, 77, 79, 81, 83, 85, 87, 89, 91(also known as Parkview), 93, 95, 97 and property Nos. 48 -94(inclusive) even
numbers only; and properties known as 35A The Beehive, 35A The Nest, 35A The Bird Cage, 1Cairn Court, 2Cairn Court, 3Cairn Court, 4Cairn Court, 5Cairn Court and 6Cairn Court;
(iii) introduce asystem of permit parking in Ebbisham Road, Castle Road, Ebbas Way, Ruthen Close, Mynns Close and Bucknills Close, EPSOM, by converting these lengths of roads into an on-street permit holders' only parking place, with the letter identifier "Z", to operate

Monday to Friday (inclusive) between 9am and 8pm. The cost and
conditions of use will be the same as sub-paragraphs 1(f)(i)(2), 1(f)(i) (3), 1(f)(i)(4), 1(f)(i)(5). Such provisions as in sub-paragraphs 1(b)(iii), 1(b)(iv), and 1(b)(v) shall also apply All residents of Ebbisham Road,
Castle Road, Ebbas Way, Ruthen Close, Mynns Close and Bucknills
Close, EPSOM may be eligible to applyfor permits;
(iv) introduce asystem of permit parking in the entire lengths of

Andrews Close and Tintagel Close, EPSOM and certain lengths of Church Road, Lynwood Road and College Road, EPSOM by converting these lengths of roads into an on-street permit holders' only parking place, with the letter identifier "AA", to operate Monday to Friday
(inclusive) between 9am and 5pm, with the following provisions:-
(1) the cost and conditions of use will be the same as sub-paragraphs 1(f)(i)(2), 1(f)(i)(3), 1(f)(i)(4), 1(f)(i)(5); (2) such provisions as in sub-paragraphs 1(b)(iii), 1(b)(iv), and1(b)(v) shall also apply; (3) The
residents of the following properties may be eligible to applyfor
permits: Pitt Road, EPSOM -1Aand 1B; LynwoodRoad, EPSOM - Nos. 2, 4and 6;ChurchRoad, EPSOM - Nos. 93,95and 97; College Road, EPSOM - Nos. 1, 3(also known as Ceilidh), 3A, 3B, 3C, 3D, 4, 4A, 5A, 6, 7(Flats 1, 2, 3, 4, 5, 6, 7, 8), 8, 10, 11 (also known as The Croft -Flats 1, 2, 3, 4, 5, 6, 7, 8, 9,10,11, 12,12A, 14, 15,16, 17,18,19), 12, 14,15, (also known as Berridale - Flats 1, 2, 3, 4, 5, 6, 7, 8, 9,10) 17, 18,19, 20, 21, 22, 23, 24, 25, 26, 27, 29, 30, 31, 32, 33, 34, 35, 36, 37, 38, 39, 40, 40A, 41, 42, 43, 44, 45, 46, 47, 48, 49, 50, 51, 53, 55, 57,
59, 61, 63, 65, 67, 69, 71, and 73; and properties known as Elizabeth Villa, 2RowlandLodge, 2A Rowland Lodge, 2B Rowland Lodge,
2C Rowland Lodge, 2D Rowland Lodge, 2E Rowland Lodge, 2FRowland
Lodge, 2G Rowland Lodge; and all residents of Andrews Close and Tintagel Close, EPSOM; (4) provide business parking permits for all businesses situated in the premises referred to above. Such permits, which will be issued by Epsom and Ewell Borough Council, will cost £150 per permit and will be valid for aperiod of twelve months. The
allocation for such business permits shall be two business permits per business user. The charge for aduplicate permit or achange of permit due to the change of vehicle will be £15; (5) the introduction of anew permit parking area in the above mentioned roads will have the effect of reducing the extent of Permit Parking Area "M". The residents eligible to apply for permits in Permit Parking Area "AA"will no longer be able to park in Permit Parking Area "M" and the residents eligible to apply for permits in Permit Parking Area "M" will not be able to park in Permit Parking Area "AA";
(v) introduce asystem of permit parking in the entire length of

Westlands Court, EPSOM by converting this length of road into an on-street permit holders' only parking place, with the letter identifier "BB",
to operate Monday to Friday (inclusive) between 9am and 8pm. The
cost and conditions of use will be the same as sub-paragraphs 1(f)(i) (2), 1(f)(i)(3), 1(f)(i)(4), 1(f)(i)(5). Such provisions as in sub­paragraphs 1(b)(iii), 1(b)(iv), and 1(b)(v) shall also apply All residents of Westlands Court, EPSOM may be eligible to apply for permits;
(vi) extend Permit Parking Area "N" to include the entire lengths of

Middle Lane and Middle Close, EPSOM, to operate Monday to Friday (inclusive) between 9am and 8pm. The cost and conditions of use will be the same as sub-paragraphs 1(f)(i)(2), 1(f)(i)(3), 1(f)(i)(4), 1(f)(i) (5).Such provisions as in sub-paragraphs 1(b)(ii), 1(b)(iii), 1(b)(iv),
and 1(b)(v) shall also apply. All residents of Middle Lane and Middle Close, EPSOM may be eligible to apply for permits;
(vii) amend the hours of operation of the existing permit holders only on-street parking place in Woodstock Court, EPSOM (letter identifier "O"), to operate Monday to Sunday (inclusive) between 9am and 8pm;

(viii) convert the existing free on-street parking place to apermit

holder'sonly on-street parking place in acertain length of Burgh Heath Road, EPSOM (letter identifier "M"), to operate Monday to Saturday (inclusive) between 9am and 8pm;
(ix) replace alength of "double yellowline restriction" with apermit holder'sonly on-street parking place in acertain length of The Parade, EPSOM (letter identifier "G"), to operate Monday to Sunday (inclusive) between 8.30am and 8pm;

(x) (N.B. in the on-street permitholders' only parking places referred to above in sub-paragraphs1(f)(iii), 1(f)(iv) and 1(f)(v),notraffic signs

relating to suchparking place wouldbemarked on theground or
provided on site, other than asign at the entry/exitpointsand,if necessary, upright traffic signs at various locations within the
parkingplace).
(g) AMEND "The Surrey County Council Hookfield and Lindsay Clos^ Controlled Parking Zone in the Borough of Epsom and Ewell
(Consolidation of Waiting Restrictions and On-Street Parking Places)
Order 2018" so as to prohibit the waiting by vehicles in certain lengths of Hookfield, EPSOM, applying Monday to Friday (inclusive) between 9.30am and 11.30pm. Such exemptions as in sub-paragraphs 1(a)(i), 1(a)(ii), 1(a)(iii) and 1(a)(iv) shall apply.
2. The Surrey County Council (Epsom and Ewell Prohibition of Verge Parking) Order 2014 (Amendment No.2) Order 201- which will amend

"The Surrey County Council (Epsom and Ewell Prohibition of Verge
Parking) Order 2014" the purpose and effect of which is to:- (a) prohibit verge and footway parking in parts of the lengths of roads specified in SCHEDULE 3to thisNotice; (b) such exemptions as in sub-paragraph 1(d)(ii) shall apply.
3. Where anew restriction is proposedinthis Notice, anyexisting restrictions on the same lengthofroadshall be revoked. Copiesof the Proposed Orders, togetherwith plans showing the lengths

of roads to which the Orders relate, aStatement of theCouncil's reasons forproposing the Orders and aStatementofthe Council's
guidelinesfor theacceptance of objections to Traffic Regulation Orders
may be inspected, freeofcharge: (i) Epsom Town Hall, The Parade,
