LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) (CLAREMONT AVENUE AND WEST BARNES LANE, KT3) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019
1. The London Borough of Merton Council hereby give notice, that to facilitate telecom works at the junction of Claremont Avenue with West Barnes Lane, they intend to make an Order, the effect of which, during the works, would be to temporarily prohibit any person from:-

(a) causing or permitting any vehicle to proceed other than in a generally northbound direction, in:-

(i) Claremont Avenue, between its junction with West Barnes Lane and the common boundary of Nos. 186 and 188 Claremont Avenue; and

(ii) West Barnes Lane, from its junction with Claremont Avenue southward for a distance of 10 metres; or

(b) causing or permitting any vehicle to wait, including for the purpose of loading or unloading, in:-

(i) Claremont Avenue, between its junction with West Barnes Lane and the common boundary of Nos. 182 and 184 Claremont Avenue; and

(ii) West Barnes Lane, from its junction with Claremont Avenue southward for a distance of 10 metres; or

(c) entering or proceeding on foot in the eastern footways of the lengths of roads specified paragraph (a) above.

2. The restrictions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

3. Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and the Disposal of Vehicles Regulations 1986.

4. During the works:-

(a) diverted southbound vehicular traffic should proceed via Burlington Road, Shannon Corner, Maiden Way, Stanley Avenue, Blakes Terrace and West Barnes Lane; and

(b) diverted pedestrian traffic should proceed by way of the footway opposite.

5. Nothing in the Order would apply: -

(a) to any vehicle being used in connection with the execution of the said works; or

(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency.

6. The Order would come into force on Monday 1st July 2019 and it is anticipated that the northbound one-way working would apply until 3rd July 2019 and the footway closures would apply until 7th July 2019. However, the Order would remain in force for 6 months should further works be required.
