The council spent £5,000 to rename Drapers car park to the Rose, mainly as a marketing tool.
Many residents saw it as a waste of money and loss of history to Kingston.
The car park still closes at midnight, an extra hour would have benefited theatre goers and visitors.
More alarming is the lack of road markings inside the car park, mainly give way markings at the slope entering the floor levels.
It would seem that the Liberal Democrat council put renaming a car park above the safety of the motorist using it.
