A £2million underspend has emerged in the council's budget, leading to claims from the Conservative opposition of financial smoke and mirrors.
The group wants to know why the budget-setting Lib Dems did not identify savings earlier and pass the money to council taxpayers.
The Lib Dems said a report to the executive outlined the savings, which have been put into this year's budget but would not be repeated from the same source.
