Job satisfaction at Kingston Council is at a 10-year low with workers saying there are not enough people to perform their roles properly.
The anonymous staff survey was conducted by Kingston University with two thirds of staff responding.
The numbers reporting overall job satisfaction dropped to 53 per cent, the lowest recorded figure since 2001.
Housing was the worst department where just 39 per cent said they were satisfied with their jobs.
More than a third of staff report stress at work, and half say there are not enough workers to do the job.
Only nine per cent said they were confident they would be listened to about change.
Carl Scully, of public service union Unison’s Kingston Council branch, said: “These are difficult times and we are dealing with it but morale is low within the council.”
A Kingston Council spokesman said: “Like all public service providers Kingston Council has undergone considerable organisational change in recent years.
“It is clear that people remain committed to the services they provide and satisfaction with working relationships remains very high. “Kingston Council is committed to listen to what staff say, whatever the economic environment, and taking positive actions to address any concerns that may be raised.”
Last month the Surrey Comet reported that 97 staff members took the equivalent of 1,481 days off work due to stress last year during a period when 65 staff were made redundant.
