A public consultation on 89 flats at a multi-storey car park in New Malden has been launched.
Developers Evolve Estates want to build a mixture of one, two and three-bedroom homes in Blagdon Road car park.
A planning application is hoped to be submitted before Christmas and is expected to include a three-storey car park with 260 spaces, 100 cycle spaces, and 1,356sq m for communal areas.
Comments on the plans can be made until September 11.
The number of affordable homes has not yet been agreed with Kingston Council, who only rejected a planning application for the former Sir Robert Peel pub in Cambridge Road, Kingston, earlier this month due to the lack of proposed affordable onsite.
Kingston has a target of 50 per cent affordable homes in large developments.
The current 550-space Blagdon Road multi-storey car park forms part of the ongoing Cocks Crescent and Blagdon Road development brief.
