A plaque has been unveiled on the Alpha Road estate in memory of beloved councillor Frances Moseley.
Coun Moseley, who died of cancer in December 2012, was well-regarded for her tireless work on behalf of council tenants.
Kingston and Surbiton MP Edward Davey, who unveiled the mosaic at Surbiton Children's Centre Nursery, said: "Frances was such a champion for the estate.
"She helped people here and across the borough with her work on housing.
"I'm delighted that local people wanted to remember her in this kind way.
"She would be chuffed."
Richard Grosvenor, from the Kingston Federation of Residents, said: "She was completely committed.
"Where others beat around the bush, she would get straight to the problem.
"She was the best."
