Smoke is billowing from the town centre after a fire broke in an office block.
More than 30 fire fighters are tacking the blaze near Marks and Spencer in Fife Road.
Eye witnesses said they can see flames on the roof above Partica party shop.
Fire fighters have cordoned off the area and shop workers have been evacuated from nearby shops.
Conor Parkin,19, was told to stay in Lloyds bank by police directly opposite from the fire, said he heard a loud bang.
He said: “The whole high street has smoke everywhere. They are not letting us out of the here, guess they are worried it might spread.
“The flames are coming from the roof.”
Hayley Newton wrote on Twitter: “Fire in Kingston, smoke has reached Norbiton great now I smell like I've been at a bonfire”
