Esher, Walton, Painshill, Sunbury and Leatherhead fire crews doused the flames for several hours, using ten breathing apparatus, two main jets and two hose reels.
The Esher fire station spokesman said: “The flat was gutted by fire. It was under control by 8am.”
He said that although the cause of the fire had not been determined it was not thought to be suspicious.
He added that no one was in the building at the time.
