Queues are reported to be three miles long to junction 9 for Leatherhead from the anti-clockwise carriageway near junction 8 for Reigate. The collision happened at around 8.30am on the anti-clockwise carriageway near junction 8.
Lanes two, three and four were reopened shortly after 9am, while lane one and an exit slip road to the roundabout were still closed as of 9.30am.
Delays were estimated at between 20 and 30 minutes.
The crash involving multiple vehicles is said to have happened at the bottom of the slip road, and Highways England confirmed emergency services and Surrey Police went to help.
