The winner of an inuagural police award was announced at full council on Wednesday.
Ryan Allport, 25, was given the Howard Jones award that honours police officers who go above and beyond the call of duty.
The award is named after former Kingston Conservatives leader Howard Jones, a retired Scotland Yard detective, who died last year.

Mr Allport, originally from Epsom, has been working as a police officer in Kingston for six years.
Borough Commander Glenn Tunstall said that Mr Allport had demonstrated extreme bravery in the call of duty, singling out cases when he apprehended a dangerous sexual predator and detained a prominent drug dealer after noticing a vehicle behaving strangely.
Mr Allport said the award came as surprise.
He said: "I’ve been dealing with 999 calls in Kingston for my entire police career and love the borough. I really wasn’t expecting the award, it’s a real honour."
