Timeline:
September 17, 2003: Asad Niazi arrives in the UK on a student visa
May 4, 2007: Charito Cruz arrives in UK with visa to visit her brother
October 31, 2007: Niazi’s visa expires and he does not apply for a new one
December 17, 2007: Ms Cruz issued with student visa
June 27, 2009: Having met on the internet, Ms Cruz and Niazi’s daughter is born
September 1, 2011: Niazi attends Kingston Hospital after taking an overdose
September 4, 2011: Ms Cruz contacts the NSPCC with concerns Niazi may abduct their daughter. Niazi contacts the NSPCC and makes counter claims.
September 5, 2011: NSPCC asks Kingston Council to assess Ms Cruz. Children’s social care workers give Ms Cruz advice, but this is not done for three days.
September 7, 2011: Niazi meets mental health workers at McDonald’s. He claims Ms Cruz is having an affair and will move to Ireland with his daughter.
September 8, 2011: Ms Cruz is given domestic violence contacts. The next day, Ms Cruz replies to say the situation has been resolved.
September 23, 2011: Ms Cruz tells a social worker Niazi found out she contacted an old boyfriend, and showed their daughter a pornographic video. She is advised to contact a domestic violence co-ordinator.
Ms Cruz calls Victim Support and a face-to-face risk assessment is scheduled for September 29. Victim Support does not refer the case back to Kingston Council. Niazi again contacts the NSPCC claiming Ms Cruz is provoking him.
September 24, 2011: Niazi contacts the NSPCC and tells them he smashed Ms Cruz’s phone in an argument. He said he knew she had contacted the charity. Ms Cruz reports the criminal damage to police. Niazi is arrested and bailed. Police make a referral to children’s social care detailing the argument.
September 26, 2011: Ms Cruz attends Kingston police’s one-stop-shop, saying Niazi made threats to kill her.
She declines housing assistance and is told there is insufficient evidence to apply for a restraining order. The NSPCC makes another referral to children’s social care, but it is not dealt with.
That night, Asad Niazi murders Ms Cruz with a hammer.
September 27, 2011: Social workers record the NSPCC’s referrals on their case management system.
