Balloons usually signal a celebration is taking place, but in this case, bright blue balloons mark dog mess hotspots.
Students at Burhill Primary School, Hersham, have been helping the council launch the next stage in a dog fouling campaign which focuses on clearing pathways and pavements around schools.
The campaign first launched this summer, targeting parks.
Councillor Glenn Dearlove, portfolio holder for environment, said: "Failing to clear up after your dog is anti-social and unhygienic. Our campaign will blitz problem patches, leaving balloons as a visual reminder."
The enforcement team will also distribute postcards warning dog walkers could be liable for a £75 penalty fine.
