Surbiton residents want to stop adult education classes moving to their road.
People in Browns Road say they have not been consulted about the plan to convert the former care home Newent House.
Nicholas Rumball, 64, said: "Having all these people driving in for adult education classes - it’s going to have a massive impact for us.
"They are rail-roading the residents. We just want to know how they are going to resolve the issues that are going to arise with parking."
There are already some double yellow lines in Browns Road and no designated parking spaces for residents.
Councillor Andrea Craig, lead member for children, youth and adult learning, said she had not heard from anyone about parking problems.
