More than 3,000 homes in Kingston and Richmond are at "high risk" of flooding, according to the London Assembly.
Assembly members received figures from the Environment Agency showing 2,361 homes in Kingston, and 948 in Richmond, had more than a 3.3 percent chance of flooding in any given year.
The agency said earlier today that property flooding is set to continue.
